Bangkok, 09 March, 2020 – The Tourism Authority of Thailand (TAT) would like to inform tourists, international and local, of the measures issued by the Civil Aviation Authority of Thailand (CAAT) on “Practical Guidelines for the Air Operators Relating to the Services to be Provided in the Territories outside Thailand Defined as Disease Infected Zones of the Coronavirus Disease (COVID-19) Outbreak.”

 

On 5 March, 2020, the Royal Thai Government Gazette announced the territories outside the Kingdom of Thailand: South Korea, Italy, Iran and China (including Hong Kong and Macau) as Disease Infected Zones for COVID-19. This announcement can be changed depending on the current situation.

 

The CAAT has issued the following guidelines for all air operators in order to provide practical guidance for the air operators performing flights between those Disease Infected Zones and to support the surveillance measures taken by the Ministry of Public Health.

 

1. Where the Ministry of Public Health defines any territory outside Thailand as a Disease Infected Zone of the COVID-19, passengers from such Disease Infected Zone shall be subject to quarantine and any other measures for the prevention and control of communicable diseases as imposed by the Government of Thailand.

 

2. Air operators providing services from the airport of embarkation in the Disease Infected Zones are required to perform the screening of the passengers at the time of check in. The passengers need to present a Health Certificate certifying that they have no risk of COVID-19. If any passenger is unable to present such certificate, boarding shall be denied and the boarding pass shall not be issued.

 

3. Air operators may apply the measure as specified in Item 2 for the screening of passengers from the airport of departure in the countries affected by COVID-19 from the report of the Ministry of Public Health or World Health Organisation. 

 

4. After being satisfied with the Health Certificate and the boarding passes are issued to the passengers, the air operators shall furnish the passengers with Form T8 issued under Thailand’s Communicable Diseases Act 2015 and require the passengers to fill out the forms and submit them to the Communicable Disease Control officials at the control post at the airport of disembarkation.

 

5. The Communicable Disease Control officials at the control post at the airport of disembarkation have the power to issue an order under Thailand’s Communicable Diseases Act 2015 as follows:

(1) Prevent anyone from entering into or leaving from the aircraft coming into Thailand without undergoing a medical examination. 

(2) Prevent any vehicle from approaching the aircraft.

(3) Take or make an order to the air operators to take the following action:

(a) Disinfect the disease in order to prevent and control the spread of the disease.

(b) Detain the aircraft at a specified place until the Communicable Disease Control officials at the control post permit to depart.

(c) Require the persons on board the aircraft to undergo a medical examination and may also isolate, quarantine, confine them for observation, or order to receive immunisation at a place and period to be specified.

 

6. Air operators shall be responsible for the expenses incurred relating to the isolation, quarantine, confinement for observation, and immunisation of the persons on board, including the expenses for the care, hospitalisation and prevention and control of international communicable diseases.

 

7. Air operators will strictly comply with the measures for the surveillance, prevention and control of dangerous communicable diseases issued by the Ministry of Public Health under Thailand’s Communicable Diseases Act 2015.

 

8. Air operators shall notify their staff at the airport of embarkation and the crew members of the above guidelines and have them comply with full cooperation. The cabin crew shall also make an on board public announcement to the passengers.

The Public Health Ministry on Tuesday announced three new local cases of coronavirus disease 2019 (Covid-19) infection - two them Thais in contact with people returning from Italy.

Dr Yongyos Thammawut, deputy permanent secretary for health, said one was a 41-year-old woman who had not travelled abroad but was in close contact with a previously recorded Covid-19 patient, a man who returned from Italy.

She developed a fever on Saturday, was examined and then registered as the 51st local case. She was being treated at Rajavithi Hospital in Bangkok.

 

The 52nd and 53rd cases are a couple. The wife, 46, returned from Italy to Thailand on Feb 28 and later did not feel well. Her husband, 47, did not go abroad and fell sick on Saturday with a high fever and body ache.

The man went to a hospital first and tested positive for the disease. His wife was then tested. Both had been in voluntary home quarantine. They were now receiving treatment at a hospital in Nakhon Pathom province.

It will be a truly quiet Songkran this year but I doubt Singaporeans will cancel their BKK trips during this period since it's a long weekend.

 

Unless, shit hits the fan and Thai gov really implements the 14 day Quarantine for those coming from Singapore (prays it doesn't happen!!!).

BANGKOK: Travellers from China, including Macau and Hong Kong, Iran, Italy and South Korea are now required to present a medical certificate proving they are not infected with COVID-19 before boarding their flight to Thailand, according to the Thai Civil Aviation Authority (CAAT).

 

“If any passenger is unable to present such certificate, boarding shall be denied and the boarding pass shall not be issued,” CAAT said in its announcement on Sunday (Mar 8).

 

The Medical Certificate for General Passenger is available on the Department of Disease Control's website. In the form, a certified medical doctor has to declare the passenger free from COVID-19 over the period of 14 days before departure and supply evidence of negative testing for the disease within 48 hours before the flight.

Saw this in the latest news that visitors need to download apps to complete the required information. Imagine for those without data package, how are they going to download the apps to complete the information if they are unaware of this new requirements?

Starting from tomorrow (March 12 ), all foreign tourists arriving at all international airports in Thailand will be required to download an AOT Airports application onto their mobile phones as a measure to contain the spread Covid-19 in the country.

 

The requirement also applies to Thai returnees from high risk countries.

 

The measure was agreed at a meeting of the Digital Economy and Society Ministry, the National Broadcasting and Telecommunications Commission, the Immigration Bureau, the Department of Disease Control, Airports of Thailand and five telecom operators.

 

Once the app is downloaded, they will have to fill in the required information - name, surname, passport ID , mobile phone number, e-mail address and present them to the immigration officials on duty . The information will be stored for 14 days after arrival.

 

In the case of a virus-infected person, the information given will enable related state agencies to follow protocols. The state agencies will also be able to trace and inform passengers on the same flight as the infected individual.

 

Digital Economy Minister Puttipong Punnakanta said the measure was meant to reassure both Thais and foreign travellers of Thailand's readiness in tackling the Covid-19 outbreak.

Yes,  one min they say something and the next minute is another thing,  they like to confuse tourists and themselves ha.... Is too much a hassle going now and if the current rise of Covid cases in SG continues, it would be soon for thai to impose stricter measures.

Thai government puts on hold plan to cancel visa on arrival and visa free entry for 21 countries
 
Bangkok-
The government has put on hold its plan to suspend visa on arrival (VoA) for 18 countries and visa-free entry from high-risk areas (South Korea, Hong Kong and Italy) after an urgent meeting on Thursday (March 12).
The Department of Consular Affairs director-general, Chatree Atchananant, said that the matter will be discussed further at a Cabinet meeting on March 17.

Deputy Prime Minister and Public Health Minister Anutin Charnvirakul says he will ask a Covid-19 outbreak management committee to close all entertainment venues nationwide in the wake of cluster infections involving people drinking together in a pub.

The proposal is among measures which he will present to the committee tomorrow, Mr Anutin said. Other measures include declaring additional communicable disease areas, and banning various activities involving mass gatherings, he said, adding the measures will be implemented under the Communicable Disease Act and the National Administration Act.

Foreign travellers from Covid-19-hit countries will be quarantined for 14 days and if they have no medical certificates, they will be sent back to their countries, Mr Anutin said, adding that about 60 foreign travellers, most of them from Europe, have already been sent back. The minister also said Thailand has not yet entered Stage 3 of the virus outbreak thanks to current strict control measures.

Thailand reported 32 new coronavirus cases on Sunday, bringing the total infections in the kingdom to 114, health officials said.

It was the biggest daily jump in cases in Thailand, which was one of the first countries outside China to report coronavirus infections that has since swept much of the world.

COVID-19: Stay-home notices for all travellers entering Singapore from ASEAN countries, Japan, UK, Switzerland

SINGAPORE: People who enter Singapore with recent travel history to ASEAN countries, Japan, Switzerland or the United Kingdom will be issued with a 14-day stay-home notice.

This will take effect from 11.59pm on Monday (Mar 16) and applies to all travellers, including Singapore residents, long-term pass holders and short-term visitors, said the Ministry of Health (MOH) on Sunday.

The government said it plans to postpone the traditional Songkran New Year holiday due in April in an effort to reduce the spread of the novel coronavirus. The step is being taken to curb the movement of people, whether for local or overseas trips, Ratchada Thanadirek, a government spokesperson, said on Twitter on Monday. The holiday will no longer fall on April 13 to April 15, but new dates weren’t announced. Thailand on Sunday reported its biggest daily spike in confirmed cases of the disease known as Covid-19, stoking fears that it’s on the cusp of a larger outbreak.

This news report confirms that Songkran in April has been cancelled. The dates will no longer be public holidays. Songkran celebrations will be rescheduled to a different future date.

 

Those thinking of travelling to Thailand, please note all places of entertainment will be closed. Some may remain open if they have people at least one meter from each other. That's a temporary death knell for bars and saunas. Only shops and restaurants will remain open.

The cabinet on Tuesday approved plans to postpone next month's Songkran New Year holiday and to close schools to limit the spread of the coronavirus, a government spokeswoman said. The approvals followed a series of plans announced on Monday to close schools, bars, movie theatres, cockfighting arenas and other entertainment centres as well as postpone the Thai New Year holiday, which falls between April 13 to 15. "The cabinet approved that the Songkran holiday be postponed and schools closed," Ratchada Thanadirek, the government's deputy spokeswoman, told Reuters. She added that closures of entertainment venues would be up to the discretion of each provincial governors, adding that more details would be available later.

Thailand reported 30 new coronavirus cases on Tuesday, raising the total to 177, Sukhum Kanchanaphimai, permanent secretary of the Ministry of Public Health told a news conference.
Eleven of the new cases are connected to a crowded boxing match that saw a large number of coronavirus cases, while other cases are those that worked closely with foreigners, Dr Sukhum said.
Most of the cases in Thailand -- 70% to 80% -- are recorded in Bangkok, he said.

Thailand has recorded one coronavirus fatality and 41 patients have recovered and returned home.

When it comes to Songkran / Good Fri weekend, basically both Thai + SG gov is giving clear signal that SG-ans should stay in SG. 

 

For those taking SQ, fyi, there's clarification on the article posted on their SQ website:

I could not get a refund for my SQ-BKK flight on 10 - 13 Apr 2020 and had to change to a flight date departing before 31 Mar 2021. If you confirm a flight after 31 Mar 2021, then you might be subjected to additional fees.

 

As long as your departing flight is before 31 Mar 2021, then no change fees required and it's simply a change in date.

 

P.S: I just spent 2 days (roughly 4 - 5 hours waiting on hold for the SQ hotline). Good luck!

govt want sporean don't fly and SIA is not willing to refund or amend without penalty, what a shame on this national carrier.  Govt should make it compulsory for SIA to refund tickets or risk the chances for more imported cases. Everyday increase 10, 20 cases, like that very easy to hit 1000 leh.

Heard from friends living in Bangkok situation there has changed A LOT.

 

Apart from the govt announcing plans to shut down many places including bars and massage shops for 14 days, BKK inhabitants are all generally self-quarantining and the atmosphere is different compared to just a week ago. My friends advised not to go at this time cos if you do, no one will be keen to meet up anyway. BKK is more or less partially locked down.

Bars, entertainment venues, traditional massage parlours, gyms, theatres, cinemas as well as international schools and universities in Bangkok and surrounding provinces will be closed from today to combat the Covid-19 outbreak.

These measures were endorsed by the cabinet yesterday in a move to stop local transmission from spreading from the capital, which has borne the brunt of the outbreak, to the provinces.

The April 13-15 Songkran break has also been postponed to stop huge crowds of people from heading to their home towns to celebrate.

Tighter controls on foreigners from high-risk countries and territories are also being implemented.

Thailand reported 35 new coronavirus cases on Wednesday (Mar 18), taking its total infections to 212, a disease control official said.
The southeast Asian nation has recorded one death since the outbreak began, with 42 patients having recovered and gone home, while 169 are still in hospital.

Wednesday's cases fall into two groups, one linked to earlier cases and the other mostly with overseas connections, Suwannachai Wattanayingcharoenchai, the director-general of the disease control department, told a news conference.
One group of 29 cases includes four from an entertainment venue and 13 from a crowded boxing match, both in the capital, Bangkok, while 12 came into contact with recorded patients, Suwannachai said.

A second group of six new cases includes one arrival from neighbouring Cambodia, he added.

The government is making preparations to cope with a third-stage outbreak of the coronavirus, should it come to that - and it would include a countrywide lockdown, Prime Minister Prayut Chan-o-cha said on Wednesday.

"The third stage means disease transmission to a second person, third person and so on. Thailand remains at a controllable stage," he said.

However, the prime minister said, he had already ordered preparations be made to cope with a third stage  should it eventuate.

"It concerns the preparation of facilities. It includes beds at existing facilities and additional facilities. That can be military hospitals, some private hospitals and even some hotels. They would be used as additional places for quarantine," Gen Prayut said

The Civil Aviation Authority of Thailand now requires all air passengers, Thai and foreign, to show Covid-19-free health certificates and Covid-19 insurance before boarding their flights to Thailand. CAAT governor Chula Sukmanop announced the condition, and other requirements, on Wednesday as part of government efforts to contain novel coronavirus disease (Covid-19).   He said arriving passengers who visited China, Hong Kong, Iran, Italy, Macao or South Korea in the past 14 days will be quarantined.
