Some people get circumcision because they have no choice. A guy with a severe case of phimosis would have no choice but to get a circumcision because it’s impossible to pull back his foreskin. But back to webbed penis being congenital, yeah if it is then it’s unfortunate. Pathologic phimosis can be treated without surgery, and only a small percent need circumcision if complications are bad.
