Bulging arms

I wonder how large the arms are of those people who have bulging arms when they were wearing exec wear or polo tee even when their arms are not flexed and by the body. No matter how much I try seems like cannot achieve that look

I saw from YouTube. They tailor them own business wear. Because everybody's shape and size are different.

my guess is that arms need to be above 17" unflexed to have the desirable bulging (when not flexed) look
