I think the idea of glory hole is for very discreet and shy people who do not want to be identified by the sucker. Or suckers who do not want to be identified. In TMC the holes are located at a common dark room where everyone walks in and out. It really does not make any sense to use them. 

 

It's different in Shogun, the holes are between two small cubicles. Should you see one of the rooms with a door closed means that someone is inside waiting to be served or waiting to serve. Both parties do not see each other. if you are waiting in one room, when you hear the door to the next room closing, it means that someone is willling to play. Both don't know who is on the other side. I think it's the lack of knowledge of who is on the other side is the purpose of the exercise... almost like being served blindfolded.
