Try ZeroZero (4th floor Central), think their weekday set is 39++ call in advance to reserve a window or a quiet corner. Heart of House (Kim Tian Road, near Tiong Bahru) is ala carte, but can do comfortably within 50/pax, unless you go for all their fancy beers. New Harbour Cafe (along Tanjong Pagar Road) has great food, but may be noisy due to its location. Ala carte menu. Buffet-wise.... Princess Terrace (Copthorne Kings) is 43++, good Penang food Chiso Zanmai (Central) is below 30++...
