Is it still happening at Raffles Place station?

a decade ago the toilets there are very cruisy. I'm wondering if it still happening. I don't come to CBD more often now as it is very crowded.

Yes, there’s a Indian guy who’s always in there during lunch time on weekdays. He will stand at the urinal, look left look right for his potential target, then pretend wash hands, look at mirror and then the cycle repeats.  Good luck.
