Hong Kong will now allow gay expat couples to get spousal visas

 

The Hong Kong government said today (Sept. 18) that it would grant dependant visas to legally recognized gay couples the same way it does for married heterosexual couples.

 

The new policy, which comes into effect tomorrow (Sept. 19), follows a historic ruling in July by Hong Kong’s Court of Final Appeal, which found that a British woman, known only as QT, faced “irrational” discrimination by immigration authorities in not being awarded a dependant visa to accompany her female partner, with whom she was in a legally recognized civil union, to Hong Kong.

 

The government’s decision marks an important victory for LGBT rights in the city, and is particularly significant as the Hong Kong government has on multiple occasions stymied the development of such rights. In QT’s case, the government appealed the Court of Appeal’s ruling in favor of QT in 2017, which resulted in July’s ruling by the Court of Final Appeal. In May 2017, a Hong Kong court granted spousal benefits to the same-sex partner of a civil servant, only for Hong Kong’s department of justice to appeal it weeks later.

 

In the face of stiff government opposition to advancing LGBT rights, global financial firms in Hong Kong have played a key role in advocating for QT’s case and for progressive LGBT rights more broadly, on the grounds that it would help Hong Kong-based firms attract top talent.

 

However, in its statement regarding the policy change today, the Hong Kong government stressed that the decision does not signify any move toward recognizing same-sex marriages or civil unions, now or in the future.

 

Michael Vidler, a lawyer representing QT, said that even after today’s decision, the city lags behind “all those countries to which Hong Kong compares itself favourably” with regards to gay rights, as many other similar jurisdictions have already legalized same-sex marriages or partnerships. “They cannot see the writing is on the wall,” he added.

Singapore can also recognise and implement same sex couples spousal or family visa and allow the sponsored partner to permanent residence in singapore but without necessarily allowing or recognising same sex marriage or even removing 377A .

Malaysia’s 310,000 homosexuals just an early estimate, Jakim officer says

KUALA LUMPUR, Oct 30 ― A senior officer from the Malaysian Islamic Development Department (Jakim) today sought to play down his earlier remark on the current homosexual population in the country, where the minority demographic group still faces discrimination.

 

Mohd Izwan Md Yusof from the Malaysian Islamic Development Department (Jakim) clarified that his reported remark that there are 310,000 homesexuals in the country was only a “preliminary” figure and “not been finalised by the Ministry of Health Malaysia as quoted”.

 

The senior assistant director of Jakim's family, social and community development division's social unit, also gave an interpretation of “gay”.

“Gay according to the definition by Blanch Consulting, is a man that has same-sex attraction from the sexual, romantic and physical aspects.

“In relation to that, someone labelled gay is not necessarily someone who has carried out same-sex relations whether it is homosexual or sodomy. This group is just considered to have same-sex attraction,” he said in a statement.

 

Mohd Izwan said Jakim is committed to continue carrying out efforts to explain and give guidance through the “Mukhayyam” programme to provide “spiritual intervention” for those in the lesbian, gay, bisexual, and transgender (LGBT) community who wish to have guidance.

“At the same time, Jakim calls on society to strengthen the family institution together and monitor the behaviour of their children to educate and provide religious understanding as best as they can,” he added.

 

The Mukhayyam programme is a programme by Jakim to rehabilitate those in the LGBT community, with Mohd Izwan yesterday saying that 1,450 people had received assistance via this programme with some going on to get married, while some had changed their dressing and some are controlling themselves from returning to that lifestyle.

 

Mohd Izwan yesterday said at a seminar that there were 173,000 homosexuals in Malaysia in 2013, reportedly revealing that the numbers have gone up to 310,000 this year.

 

He had also said that the transgender population in Malaysia had increased from 10,000 in 1988 to 30,000 this year.

 

In the same seminar on LGBT awareness, Mohd Izwan had urged society to not use derogatory terms against the LGBT community, saying that Muslims should provide counselling those who have an “LGBT lifestyle” to bring them back to the “right path” instead of hate them.

GEORGE TOWN, Oct 29 — Mohd Izwan Md Yusof from Malaysian Islamic Development Department (Jakim) today blamed the internet and boarding schools as part of the reason for the rise in the number of lesbians, gays, bisexuals and transgenders (LGBT).

He said there was a rise in the LGBT community in recent years as the internet has become easily available.

 

“Youths now have easier access to the internet, social media and mobile apps on LGBT, they are watching videos they are not supposed to watch about LGBT,” said the social and community director.

Mohd Izwan said parents should be more vigilant and monitor their children’s online activities especially when they are hiding in their rooms.

 

“Parents should be more aware of their children’s activities because gay tendencies can be developed at a young age due to LGBT influences,” he said during a seminar on LGBT awareness at the Caring Society Complex here.

He also blamed boarding schools as potential places for students to develop homosexual tendencies.

 

“These same-sex boarding schools meant the students spend a lot of time with the same sex and they might be unaware of the inappropriate influences they are exposed to especially at a young age,” he said.

He suggested that boarding schools be open only for students above 16 years old as at that age, they can differentiate between bad and good.

 

Mohd Izwan warned the society against using derogatory terms against the LGBT groups such as “sotong” (Malay for cuttlefish).

“We should stop calling them sotong, instead, we should take them in, talk to them and pray for them,” he said.

Mohd Izwan said the use of such derogatory terms against the LGBT community might backfire and cause them to be more daring in promoting their lifestyle.

 

He said homosexuality is a sin according to Islam but Muslims must not hate the LGBT community.

“In Islam, we don’t support the LGBT lifestyle but we have to take a different approach to counsel them instead of hating them,” he said.

 

He said the LGBT community should be counselled so that they can “go back to the right path”.

He said Jakim has the “Mukhayyam” programme to rehabilitate those in the LGBT community.

“We have helped 1,450 people under the programme where some have went on to get married, some have changed their dressing and some are practising control from going back to that lifestyle,” he said.

 

Mohd Izwan had earlier revealed that there were 173,000 homosexuals in Malaysia back in 2013 but the numbers have almost doubled to 310,000 this year.

 

“Studies have shown that the transgender population, consisting mostly of sex workers, is at about 30,000 this year compared to 10,000 in 1988,” he said.

 

Another speaker at the seminar, Dr Janizah Abdul Ghani, claimed homosexuality between men have caused a spike in sexually transmitted diseases (STD) in the country.

 

The doctor, from Penang Health Department, said this included HIV cases.

She claimed that 80 per cent of the homosexual patients who sought treatments for STD in hospitals used dating apps for homosexuals.

Abstinence and guilt trips: Jakim’s rehab tools against LGBT in e-book

KUALA LUMPUR, Oct 25 — Minister in charge of Islamic affairs Datuk Seri Mujahid Yusof Rawa caused a stir on Tuesday after he told the Dewan Rakyat that the Islamic Development Department Malaysia (Jakim) published an e-book aimed at aiding homosexual Muslims to “return to the right path”.

The book titled Penghijrahan Diri Menuju Jalan Yang Benar — Strategi Untuk Mengatasi Masalah Homoseks (Malay for Self-Migration Towards the Right Path — A Strategy to Overcome the Problem of Homosexuality) is available online for free, and according to Mujahid, part and parcel of the government’s attempts to “rehabilitate” the lesbian, gay, bisexual and transgender (LGBT) community.

 

Here are some things Malay Mail discovered about how Malaysia’s federal Islamic authority views sexual minorities, from the 146-paged e-book.

Advice from a ‘former gay’ Muslim

 

The first thing one realises after downloading the e-book is that it is neither a new application nor publication. The book was published way back in 2011 during the Barisan Nasional administration, while the app hosting it has been around since 2016.

Strangely enough, the e-book was presented as if it was written by an anonymous self-proclaimed ex-gay Muslim, which was then endorsed by Jakim.

The app itself has questionable privacy settings, such as needing access to your location in order to “optimise” its services.

 

Other features include audio downloads of religious sermons, contact details, feedback column as well as a breakdown of all nine chapters -- with titles such as “Start of the Journey”, “Realisation”, “Understanding the Challenges and Tests”, and “Controlling Your Lust”.

 

The e-book starts off with the unnamed author offering some introductory words of wisdom like “as you continue in your efforts to leave homosexual relationships, eventually it will leave you.”

Essentially, the e-book offers no such cure for being gay. Instead, it presents merely all-too familiar themes that religious authorities use in their daily engagement to with sexual minorities: abstinence, faith, prayer, and guilt.

The author blames human lust for homosexual acts, and claimed that he has learned to control his urges one day at a time.

 

The e-book also attempts to instill a degree of guilt in its would-be readers, by asking questions like “what will you achieve with homosexuality?” and how being gay will affect personal relationships with loved ones as well as a person’s reputation.

 

“Are days of pleasure on this Earth more important than temporary sexual release?

“You can only treat this disease by treating the root cause; fixing your personal life and controlling your urges,” read a particularly disparaging excerpt from one of the chapters.

 

It goes on to offer ways in which to “treat” the so-called “disease” via a three-pronged process: adhering to a strict regimen of keeping busy and fasting, spending more time with devout Muslims instead of gays, and spending much of the day (and night) thinking about the consequences of being gay.

 

“What tortures await you in the grave? Are you ready to die? Can you meet your Creator with the burden of the sins you have accumulated?” the author asked.

 

Interestingly enough, the e-book suggests that same-sex attraction does not necessarily mean sexual attraction, and that some men admire other men for their qualities but instead confuse that feelings as sexual attraction.

 

Getting a grip on masturbation

According to the e-book, masturbation is an “addiction faced by majority of the male populace of a certain age group”, before absurdly naming the sexual act as one of the reasons why for men “turn gay”.

“The danger of masturbating is that it can be done anywhere, therefore there is a risk for you to do it frequently,” another chapter on masturbation read.

 

The author claims that men who excessively masturbate will end up becoming bored of visualising naked women and will eventually turn to images and videos of men, and that unchecked lust will end in unnatural “wild sex”.

“Do not allow your sexual organs to be a tool to release forbidden sexual urges which will lead to self-destruction. It should only be used when you are married to find happiness and to love your wife and to procreate,” said the book.

It also urges male readers to avoid touching their genitals “without valid reason”, and that touching it should be confined for cleaning the organ, and not to arouse oneself towards erection.

The book warns that so-called ex-gays are in danger of walking away from the straight and narrow path if they ever reminisce on their past sins and “feel happy” about them, or if they even discuss them with those who had similarly committed them.

 

“In the end, abstinence is better than treatment,” according to another excerpt from the e-book.

 

Jakim adamant on ‘fixing’ LGBT

In 2017, Malay Mail had reported another similar attempt by Jakim suggesting that sexual orientation can be changed with extensive training, in a video explaining how Muslims can approach the LGBT issue.

In the video, Jakim had likened sexual orientation with horse-riding, claiming that when someone realises that he has “different” orientation from others and wishes to change that orientation, he should receive extensive training and guidance.

 

Jakim said to change one’s sexual orientation, one must intend to do so for God’s sake instead of being forced and repent one’s homosexuality, in addition to leaving activities that would lead to same-sex relations.

It also urged a repentant homosexual to fulfill his sexual desires through marriage, or subdue such desires by among others resorting to fasting.

 

Conversion therapy, which consists of psychological treatment or spiritual counseling to change a person’s sexual orientation from homosexual or bisexual to heterosexual, is widely seen by medical and scientific community as potentially harmful and a form of pseudoscience.

 

The practice is opposed and has been legally challenged, or even banned, in countries such as Australia, Brazil, Chile, China, Ecuador, Israel, Lebanon, Malta, South Africa, Switzerland, the United Kingdom and the United States.

In 2014, several medical and gender experts questioned the “success” of Jakim’s spiritual rehabilitation camp for transgenders, insisting they need medical care to transition them into their affirmed gender identities rather than rehabilitation to return them to what some may consider “normal”.

How can he know that the population of homosexuals DOUBLED in 5 years?

If he doesn't even make a reasonable attempt at estimating this population!

With very little effort one can check the correct estimation of Nightingale,  4% of  32 million = 1.28 million

and this guy or organization Jakim was 1.28 / 0.31 =  413% wrong !!!

 

And you think that homosexuality == VICE?  What are you doing in this forum?

 

The world knows how corrupt the Malaysian government can be.

It will cause an erosion of family values and trigger natural disasters .

The next paragraph in the article from which you quote, "Malaysia's most powerful Islamic body faces scrutiny"  says:

 

In November 2015, in response to public questions over its large budget, then Deputy Minister in charge of Islamic Affairs Asyraf Wajdi Dusuki highlighted another role played by Jakim - to protect the religion from "radical ideologies". He said: "The Islamic State (in Iraq and Syria), liberalism and pluralism such as the lesbian, gay, bisexual and transgender (lifestyles) are the examples of radical ideologies which belittle the religion."

 

What irony!!!  How you protect a religion from "radical ideologies"  when the religion itself is a RADICAL IDEOLOGY?

This is as ridiculous as Donald Trump blaming the news media from creating "fake news".

I doubt that any expert VOLCANOLOGIST trained in a reputable school of GEOLOGY thinks that volcanic eruptions are precipitated by gay activity!

I am always curious: where in the Qu’ran does it state that homosexuality is a sin as those Malaysian Islamic proponents continuously claim? The reference appears to be from the Sura dealing with the story also found in the Bible and the Torah about Sodom and Gomorrah. There is one interesting essay on the Internet about the fact that homosexuality as a lifestyle could never have been considered back in those days.

These are just some reasons why I find much of “so called” religious dogma extremely suspicious.

I would like to put some things into the right context:

New testimony started to be written down 50 to 100 after Jesus death.

Quran was initially written down 11 years after Mohameds death. however strangely the Kalif who reigned 20 years later destroyed all written books and rewrote the Quran.

 

However it is right to say that for both religious books there was plenty room to falsify "statements".

Nobody will ever be able to verify whether the written down versions give a true basis of what both prophets had said or done.

And nobody will ever be able to verify whether prophet Jesus Christ, a protagonist in in the Gospel writings, was a real person or not.

There is the Shroud of Turin and some "nails of Jesus' cross" around.  But... can one trust these?

However many other "governers" from different regions in the roman empire confirm the existence of a person like Jesus. Why should they have written about him in if he had not existed? and none of them were Christian .

If you dislike the bashing of religions in a gay forum,  be assured that much more is disliked about the bashing of LGTBs by religions.

While the former is a matter of conversation,  not very public, the latter is a very public and influential directive by a government that negatively impacts thousands of innocent people in Malaysia in this case,  and in other countries with similar bashing throughout the world.

 

And discussions about religion have little to do with the philosophy of the Buddha, which leaves out the elements of religion.

You should not confuse religion with governments or religious institutions with goverments unlike in many muslim countries that don't separate religion from governing...

 

Yes, there is hatred spread by religious leaders or institutions against LGBT. But my point is that this hatred does not derive from one singular religion only. But many guys here pretend that the problems have their origin only in one single religion. I m disputing this.

I simply venture the opinion that our individual eruptions at the end of masturbation added over the billions of men in this world

pale in comparison with the force of a single eruption of a volcano like Vesuvius. 

So we should not worry that our eruptions my affect the environment :)

Mahatir has stated he will stay in office for just two years. His deputy is Anwar Ibrahim’s wife and his designated successor is once again Anwar himself. Given the tragedy of Anwar’s fall from grace during Mahatir’s first period in office on what are generally accepted as trumped up charges and again during the recent alleged monster crook’s administration, might we expect Anwar to attempt some form of easing of the country’s position on homosexuality? It will not be easy but if anyone can do it, perhaps he is the one.
