Those aside, i think it depends on where did you meet the person.

In a swimming pool - body.

In a gym / stadium - arms and chest.

Oh. It's hard to for me to think of the order of what I see because usually I try to avoid staring at people upfront (risky and rude) and I usually just ogle from afar. But after a few mental run throughs, I guess this is the general order of how I "scan" a person - of course, the order doesn't reflect their importance though (e.g. I don't really care how a person looks).
