From my experience I would say that 7pm is fine if you plan to play for an hour or so but many would have left already. 5pm would be better - that would allow a wider window. I have yet to see any action on that chair - I don't think it's a good area for it. Only once I  saw one guy on it with his legs spread out on it but no one was interested with his offering...no takers.
