Basically where you order dishes off a menu. Similar to restaurant, readers pls correct me if I am wrong, but where the eating place is more cafe or "coffee shop" style. Some time ago there was an article in the papers, about restaurant food but not at restaurant prices. Might be cheaper also cos there is no service charge.
