You don't call it a ripoff since its from the same game that created both of the pokemon. Also they are of different animal species( Oshawott(Otter) vs Poppolio(Sea Lion) - Fennekin(Fennec fox) vs Litten (Native species of Cat in hawaii?)  so i don't think the creators were lazy about the design.
