Actually, I don't think it's a very nice thing to do, whether it's in a primary or secondary school. Even in a boys school, some guys who are painfully shy don't like to be seen shirtless in front of their classmates, especially when everyone else is clothed. I don't know if schools still do that. But I believe that nowadays if the parents complain, the principal will advise the PE teacher not to do it. Or to be fair, at least make the PE teacher go shirtless also

But the funny thing is that the shirtless thing only happened in primary school. As we got older, the PE teachers usually did not ask us to remove our shirts during PE lesson. Maybe the principal felt that for older boys it's not so appropriate, as compared to small kids? Yes, I am a bit shy to use the urinal, especially if I am seen by my male colleagues or guys who know me. For some reason, if it is a stranger, I am not so worried. But when I was younger, I always had to use the cubicle, and lock the door first before I could urinate
