You will find the apps work and you will probably get quite a few hits from lots of Arabs and Iranians, But the law in both countries is extremely strict and anti-gay. If you are caught, expect a very long jail term. As for safety, you will have no problem in Iran. In Qatar there is not much to do in the evenings.
