I don't think it's open to foreigners. I know for a fact that the swimming pool requires you to be a SAFRA member, not sure about the rest of the facilities. And I believe the membership is only for those who serve/served the military in Singapore and their dependents. You can read more details on their website https://www.safra.sg/our-facilities.
