Cautious reopening

All nightlife will resume from Wednesday and foreigners with families or homes in Thailand, and businessmen, will be allowed in - if they quarantine at their own expense.

Rethink urged

Governments should avoid quarantine measures when re-opening their economies, according to the International Air Transport Association.

You are being kind. I would have said that Thailand is closing both eyes to open up to international travelers.

I hope travelers do their research before traveling as Thailand has one of the lowest testing rates in Asia, as seen on this https://ourworldindata.org/coronavirus-testing chart.

We are now seeing the folly of US states opening up too early and such will be the case with Thailand.

Unfortunately, many of the travelers will be reintroducing infection back to their own country, if border control is relaxed.

On the flip side though, I don''t know what the solution for countries like Thailand is. If it does not open up, businesses will fail and people will starve. The rich in Thailand are very rich plus it is home to the richest royal family in the world, perhaps these sources can start helping the starving?

Umm.... From day one,  I actually don't trust their numbers.....not only thailand, u see a lot of poor country the rich super rich and the poor super poor,  they have only one choice,  open up and brace a second wave attack or continue to shut it's door and people die of hunger and poverty.

The new agency Reuters has an article about Bangkok's nightlife which reopened at the start of the month. It does not make the go-go bars sound very enticing.

With performers wearing facemasks as well as bikinis, Bangkok’s red-light districts reopened on Wednesday after more than three months of shutdown to stop the spread of coronavirus.

Bars, karaoke venues and massage parlours were in the latest category of businesses allowed to reopen - with conditions - now that Thailand has gone 37 days since recording any local transmission of the virus.

It meant a return to work for some of the hundreds of thousands of people in the nightlife industry who have been struggling to survive.

“I lost all my income,” said Bee, a 27-year-old dancer who goes by her stage name at the XXX Lounge in the Patpong district.

“I’m glad that I can come back to work in a job that I’m good at. I’m OK with the mask because it’s one of the precautions.”

All customers have their temperature taken. They must give a name and telephone number. Inside, everybody must sit at least one metre (yard) apart and two metres from the stage.

British expatriate Michael Theo was among those who questioned the need.

“You can take a BTS (train) in the morning with 200 people on a packed train but then you can come into a bar and still have to sit 2 metres apart,” he said.

https://www.straitstimes.com/asia/se-asia/thailands-main-airport-offers-rapid-coronavirus-test-for-international-arrivals?

Thailand's main international airport unveiled rapid coronavirus tests on Friday (July 3) for some overseas arrivals after a three-month ban on foreign visitors was partially lifted this month.

All foreigners, except those with work permits, have been barred since March, but after more than five weeks with no recorded community transmission of the virus, Thailand is allowing in some groups of foreigners.

Business travellers, diplomats and government guests staying for less than 14 days are considered "fast-track travellers", who will be swab-tested for the disease at Suvarnabhumi airport to make ensure they are infection-free before entry.

"The test itself takes around 1½ hours," said Mr Suwich Thammapalo, an official of Thailand's disease control department, adding that its use could be expanded in future for other arrivals and tourists.

The airport test, costing 3,000 baht (S$134) each, is one requirement for fast-track entry without spending 14 days in quarantine, and is required of other foreigners recently allowed in, ranging from those with resident status or family in the country, as well as international students.

About 1,700 foreigners have applied to visit Thailand for medical treatment such as cosmetic surgery or fertility treatment after a ban on medical tourism was lifted this month, said Dr Taweesin Wisanuyothin, a spokesman for the task force on the disease.

The government is considering a plan to open more international travel with a "travel bubble" arrangement with some countries in September, he added.

As the pandemic hits travel, Thailand is expected to draw at most eight million foreign tourists this year, down 80 per cent from a year earlier, the Tourism Council of Thailand estimates, although the sector is expected to recover in 2021.

Last year, spending by a record 39.8 million foreign tourists accounted for about 11 per cent of GDP.

Yesterday, a poster on a gay Thailand chat room told of his experience walking around the Bangkok Suriwong gay district last night. Go-go boys wearing plastic face shields and social distancing? Obviously essential but doesn't sound much fun.

Quote

I went to the gay bar area tonight. Most places are still closed. The two gogo bars open in the area were Hot Male and DreamBoys. Hot Male had about 15 guys working and they had some customers. They are practicing social distancing at least by putting red x's on the seats. Boys had plastic face shields. Dreamboys has one boy on stage so I didn't try it. There were several beer bars open but they were very slow and not many customers. A walk from that area to Tawan was so quiet as no street vendors and no one begging me to come in for massage.  A soft opening for sure, but look like some places are starting to try to open back up.

The cabinet on Wednesday endorsed a bill permitting marriage registration of same-sex couples, and legal amendments to ensure they have the same rights as different-sex couples.

The bill and the amendment will now be put to a vote in the House.

Deputy government spokeswoman Ratchada Dhnadirek said the new Civil Partnership Bill and the amendment to the Civil and Commercial Code would ensure fairness for people of all genders.

The bill defines civil partners as couples born with the same sex. Marriage registration will be available to consenting same-sex couples who are at least 17 years old. One or both of the couple must be of Thai nationality.

Minors who seek such marriage certification must have the consent of their parents, guardians or a court. After same-sex marriage registration, minors will be considered mature.

Spouses of civil partners will have their same legal rights as married husbands and wives, including with regard to personal and jointly-held property.

Thai health officials are investigating locations in Rayong province after an Egyptian military officer was tested positive for COVID-19. He and 30 others from the same group of foreigners have reportedly left their quarantine facility and went to public places. This could put the country’s streak of 49 days without a local transmission at risk.

BANGKOK: Thai Prime Minister Gen Prayut Chan-o-cha apologised to the public on Tuesday (Jul 14) for lapses in the disease control measure, following the detection of two imported cases that could have spread the virus in the country.

The two cases involved an Egyptian military officer on a military mission in Rayong province and a nine-year-old daughter of a Sudanese diplomat in Bangkok.

“The main issue right now is the situation in Rayong. It shouldn’t have happened these days – disrespect to the rules and regulations and a lack of discipline as well as consideration towards society. This has caused problems,” Gen Prayut said in a press conference after a Cabinet meeting at the Government House.

“The most important thing now is to close these loopholes and end such laxity,” he added.

Just how dangerous and under-report, Sudan only reported 10000 over cases and with all these imported cases,  it just show no country is ready to open their boarder despite the enormous economic pressures.

Thailand have to be very careful before allowing oversea visitors,  it seems no country can be trusted with their figures reported.

How is it possible that the government of a country ruled by a formal military general permits such indiscipline? It is the same as when several days after large gatherings were banned, the owner of a Muay Thai arena held a major tournament that resulted in quite a number of covid19 infections. That owner was an army general. We know he was reassigned - but to what post and what other punishment he received we do not know. If this country was in a real war, I'll bet there would be far greater punishments and much greater supervision.

Good for the nation, but also killing it slowly because tourism is the bread and butter not just for bangkok, but for major parts of thailand.

They need to reopen, but just enforce tighter measures, like mandatory 2 weeks quarantine, and other new normals.

it is unrealistic to keep a whole country closed indefinitely because it does not resemble the life before.  i hope they don't make decisions based on majority polls, they really dont mean much.

what the people want, and what the people need are often two different things, entirely exclusive from each other.

The local need the tourists to come back but the garment cannot afford to take that risk,  the few top countries for thailand tourism are mainly from Europe and USA which happen to be the worst hit area, just imagine these tourists walking around without any mask, 14 day quarantine is not going to work for normal tourists and the Thai authority may not have the necessary resources to ensure that happen.

Guess no travelling this year... none the appropriate measures for tourists for most countries it seem.

2 weeks of quarantine is definitely out of the question as who has that amount of time for leisure... even own country is not favorable of any leisure overseas trips.

Actually that has not been the case last year. None of the few top countries for thailand tourism are europe or USA. Well maybe russia at number 7

Agreed, most tourism in Thailand these days comes from China, and Korea. Second group would be other ASEAN countries, which Singapore & Malaysia is a part of. But Russia still has a strong presence, many signages in Phuket, Krabi and other resort towns are in Cyrillic script. Bangkok is mostly a stopover point for Russian travellers on to other scenic destinations within Thailand.

I still feel some US, UK, European presence, but usually those are the ones who have been there in Thailand for many years! And the newer arrivals are sometimes friends or families who come over to visit them (pre-pandemic).

2 week quarantine... Which tourist will be ok with that?

Well, you never know. With most work done remotely or from home these days, we might see a change in trend within travel.

Recently, my neighbour has shared that her tenant from Malaysia has been called back home. The tenant has left Singapore, but still able to hold on to her job, as she is literally working from Malaysia. Her employers seem to be ok with that in the time being, as long as the work is not affected.  If employers are more tolerant to the first 2 weeks being "workable" within quarantine, why not let their employees travel and wait it out?

These days, we are all in pretty new territory, and the wanderlust is already being felt in many parts of the world. Travellers will find new normals as well. Many have already transitioned into a digital nomad work style long before the pandemic struck, so this demographic can work from virtually anywhere.

In a cafe, on a beach, in an office or a resort somewhere waiting out their quarantine...

Current quarantine restriction is at home/room for the whole 14 days. No going out to cafe, beach, office etc. Apart from time, money also come into picture. Spending 14 days worth of accomodation to sit in solitary at a foreign land, when i dont. have to do that if i stay in my own place. Good thing most countries allow domestic tourism right now. Bad for small countries like singapore and brunei though, but sufficient for countries like malaysia, thailand, vietnam.

No, i think you misunderstood. Digital nomads can work from anywhere, cafe, beach, office etc. They still should not be out and about if they are in quarantine. But that they can still continue to work as per normal, even if they are waiting out their quarantine in a resort or hotel before being cleared to enjoy their holiday. That certainly beats not being to travel indefinitely, or at all.

The implication that you proposed was that the 2 weeks was a waste of time and money, not so true these days with new working arrangements being explored as part of the new normal.

As for domestic travel, I have an old friend from North Thailand barred for reentering Bangkok last month, as she showing some symptoms after going home. She was then quarantined in a hospital. Domestic travellers at this point represent the most risk for the virus travelling within the nation. Realistically, more needs to be done to counter that, as there is still community/state spread even after Thailand has been locked down for months.

It will be at least until next year before we can travel freely again,  if next year still cannot, then really jia-lat liao... For other countries,  they still can do domestic travel.

Five select groups of foreigners and migrant workers are expected to be allowed to enter the country as the Centre for Covid-19 Situation Administration (CCSA) will consider the 6th phase of Covid-19 easing this week.

However, although the country has been free of local transmissions for 55 days, an opinion survey issued yesterday showed that public sentiment was still against plans to open the doors to foreigners.

CCSA spokesman Taweesilp Visanuyothin said at a press briefing on Sunday that a committee assigned to consider the easing of Covid-19 restrictions has discussed the 6th phase of relaxation and the issue will be tabled to a full meeting of the CCSA this week.

The relaxation will cover migrant workers in the construction business and food export industry, foreign visitors who co-organise trade exhibitions, foreign visitors in film production crews, and foreign travellers who are members of the Thailand Elite Card scheme, Dr Taweesilp said.

He insisted the government still gives top priority to public health safety, while keeping the economy functioning is of secondary importance. Effective disease control measures will restore public confidence, he said.
