Yes, there are.  Remember, there is no shame in being pestered by some idiot in a sauna.  It is shameful however to let this happen.  You can wait that people are around or go to a public place and then raise your voice to tell the pest to back off, and even act angry.  The shame is then on him.  This usually discourages the insistent.  If this does not work, some physical response may be needed, like pushing the guy away or even punching him.  Be sure that there are people around who follow the incident and can be witnesses of the improper pestering by this guy.  In such cases, the staff at the place should confront the guy and ask him to leave. In an extreme case, if they are not cooperative,  i guess you can ask the staff to call the police for you to file charges.  This definitely will do it.
