i Think I’m just bad at spotting. I usually go PL around noon and it’s usually quiet in the showers and steam room. I have never even seen anyone roaming naked in the locker area.

Well it's not. Once I dropped by, met a twink in the locker room who also just came, then I went to shower before going to steam, found the twink already in the steamroom in gstring waiting for my attention, he must have stripped and rushed inside immediately, so horny, but he wasn't my type, plus there was another seemingly straight guy there, so I didn't make any move and they eventually left. Could be simply mentally handicapped too. I once encountered an apparently mentally handicapped/spastic/etc gay teen who had sneaked into the lockerroom of the gym. He walked toward me naked while mumbling incoherently and pointing at his erected dick. The staff made him wear his clothes and found his dad to bring him out.
It's quite sad really, I mean, what can a mentally handicapped person do when he enters puberty and has difficulty even understanding what's going on with his desires.
