'I would never have suspected there were drugs': Doctor on trial for consuming MDMA at party says drink was spiked

Dr Rayson Lee Rui Sheng completed his testimony on the stand on Monday (Jul 28), with his co-accused Tan Li Ming expected to testify on Tuesday

28 Jul 2025

SINGAPORE: A man on trial for consuming drugs at a Sentosa hotel villa in 2023 said that he had no idea the drinks he had accepted from strangers during a party were spiked.

Dr Rayson Lee Rui Sheng, 35, testified on Monday (Jul 28) that it had not crossed his mind that drugs were involved in the birthday party that his partner had organised for a friend at Sofitel Singapore Sentosa Resort & Spa.

"This is not something that I could have prevented ... I would never have suspected there were drugs there. None of my friends talk about drugs, none of my friends do drugs," said Dr Lee.

Referring to Singapore's strict drug laws, he added: "Never in my mind would I have suspected that someone would have brought drugs to the party."

Dr Lee and a co-accused Tan Li Ming, 28, are each contesting a single charge of consuming MDMA, a controlled drug also known as "ecstasy", on or before Aug 9, 2023.

Both had attended the party between 8pm on Aug 8 and the early hours of Aug 9, 2023.

Urine samples from Dr Lee and Tan were analysed by the Health Sciences Authority and found to contain MDMA.

On Monday, Dr Lee resumed the stand to give his testimony while Tan observed in the dock. Both are represented by lawyer Tania Chin

On Monday, Dr Lee resumed the stand to give his testimony while Tan observed in the dock. Both are represented by lawyer Tania Chin.

Ms Chin took Dr Lee through the events that occurred from when he returned to the villa with his partner at about 2.45am on Aug 9, 2023, after briefly leaving for a club.

Upon his return, he found that the number of party-goers had increased, with many unfamiliar faces. He later learned that many of these were foreigners hailing from countries like Australia and the United States.

He commented to one of the party-goers, an Indonesian known as Richard, that the villa was "very crowded".

"I was wondering where all these additional people came from. He was equally puzzled," said Dr Lee, adding that he thought the party would have died down by then.

"I think it was a little bit odd when I asked them who invited them. I didn't even recognise the name of the person who called them as well, I thought it was a little bit odd that people were, like, calling without seeking permissions or something," he said.

Richard then shared with Dr Lee an alcoholic beverage which he said he had taken from another party-goer at the dining area. According to Richard, the drink came from a person who had an "American accent", and who claimed that the beverage was a "cocktail" of the beverages available, which included gin, vodka and coke.

While the defence has sought to call Richard as a witness, the Australian resident has declined to testify for fear of being detained upon entering Singapore.

About an hour later, Dr Lee had a second drink offered by a foreigner. He said he accepted and shared the drink out of courtesy.

Asked if he had asked what the drink was, Dr Lee said he had not as it "looked and tasted" the same as what he had had before. Dr Lee also maintained that he was aware of the kinds of alcohol available as he had made drinks for himself earlier.

When presented with a list to identify the individuals who had offered him drinks, Dr Lee said he was unable to recall as there had been too many people. A total of 49 men had been arrested at the party

Ms Chin then asked if Dr Lee had suspected his drink had been spiked at that point, to which the latter said "definitely not".

He would not have expected a "benign birthday celebration" which he had believed to be a "safe space" to have drugs, he told the court.

His third drink, also from a stranger, came about an hour after the second.

Each time Dr Lee took the drink, he felt "high", "happy" and a bit "light-headed"; however, he attributed the sensations to alcohol.

At some point, Dr Lee felt overwhelmed by the crowd and went to the pool to take a break. He returned shortly before police officers arrived, at about 5.40am on Aug 9, 2023. Officers had received information about drug-related activity at the villa.

POLICE ARRIVE

Dr Lee said he initially believed that the police were investigating a noise complaint. He then noticed people forming a line to jump out of the bathroom window, which he felt was "odd". One of these people broke his leg from the attempt, according to Dr Lee, although he added that nobody knew who he was as he could not speak English.

"I thought it was just a noise complaint, why would people be jumping out of the window?" he added.

"The lights came on and the whole place was a bit more brightly lit, that was when I realised the extent of the movement of drugs, the extent of how many people were there and the presence of these drug-looking items," he said.

As the police began gathering everyone into the living room, party goers were told to sit down and "shut up", Dr Lee said.

Police officers then had "one-on-one" sessions with participants where they conducted searches on their belongings and bodies, Dr Lee said.

Nobody owned up to the drugs or paraphernalia when asked by the police. Packets of drugs, pills and syringes, among other items, were found around the villa, including on a couch, under furniture and at a sink.

Dr Lee maintained that he had not seen any of these items as they were in "obscure places" and the venue had been crowded.

Dr Lee was also asked at length about previous instances where he could have consumed drugs, in particular during a trip to Pattaya, Thailand, in June 2023.

While there, Dr Lee said that he had been pressured by a Thai national to consume pills, which he had believed were mints at first. He told the court that he regretted the incident and has since promised himself that he would never take pills from a stranger again.

While mostly calm while on the stand, Dr Lee briefly revealed his frustration over his court case when asked about a statement recorded by an officer.

This was when Dr Lee was asked why he had not admitted to the offence in his statement, despite his understanding that he could have been placed in a Drug Rehabilitation Centre (DRC) or on a supervision order.

Dr Lee said he had considered the option as "who in the right mind" would not have wanted to go on "the path of least resistance".

"But I couldn't in good conscience admit to something that was not the truth," said an emotional Dr Lee, who pointed out that he now had to defend his innocence in court.

Those assessed to be at low risk of offending could be placed on a supervision order, while those who undergo a DRC regime will not have a criminal record.

PROSECUTION'S QUESTIONING

After Ms Chin completed her questions, Deputy Public Prosecutor Jocelyn Teo cross-examined Dr Lee.

She argued that the accused had taken the drugs knowingly as he enjoyed the euphoric and lightheaded sensations they caused.

Part of the prosecution's argument hinged on the results from Dr Lee's hair sample.

Three segments of his hair, each corresponding to different periods of time he allegedly consumed drugs, were analysed and found to contain MDMA and Ketamine.

The time periods ranged from between January and late March 2023, between late March and late May 2023, and late May to late July 2023.

Dr Lee could not explain why he tested positive for drugs for the periods between January and May 2023, but disagreed when Ms Teo suggested that he had consumed Ketamine and MDMA multiple times before Aug 9, 2023.

Ms Teo also alleged that Dr Lee's defence of being spiked was "speculative" and an "afterthought" designed to "piggyback" off the same defence that his co-accused Tan was attempting to use.

She led a series of questions about Dr Lee's alleged encounter with the Thai national who fed him pills in Pattaya.

Asked if Dr Lee had been force-fed the pill and a drink to wash it down, Dr Teo said he had not been forced but that the incident took place "very fast".

"So today, if someone told you to smoke a vape, you would also smoke a vape?" Ms Teo asked.

"If someone asked you to jump (from) a building, you would jump?" she continued. Dr Lee replied that he "would not" to both questions.

"So it wasn't necessary to comply with the Thai national, was it?" Ms Teo asked. Dr Lee agreed that his behaviour had been "foolish" and that he expressed his regret over the incident.

Teo also noted that Dr Lee would not have consumed unknown pills or unknown liquids as a doctor.

She put to Dr Lee that he had "worked hard" to get to where he was as a doctor, and "would not jeopardise" his efforts, to which Dr Lee agreed.

Yet Dr Lee had taken drinks from strangers, pointed out Ms Teo. To this, Dr Lee said that it was "quite common" in a club or a party to share drinks as long as the person did not appear suspicious or to be potentially harmful.

He later said it was a "common social practice" to share or offer drinks as a form of "social lubricant" in such settings.

"I never would have suspected there was anything else inside ... I didn't suspect that there would have been anything off," he said.

Ms Teo also accused Dr Lee of having "deliberately shut (his) eyes" to the drug activity in the villa as none of these had been conducted secretly. Dr Lee disagreed.

The trial will continue on Tuesday with Tan expected to take the stand.

The offence of consuming a controlled drug carries between one and 10 years' jail and a fine of up to S$10,000 (US$7,800).

So this DOCTOR Lee Rui Sheng is a medical doctor,  who may have patients who trust him with their health!

Well... doctors are also human beings like us with all our virtues and defects  ( if not more, ha ha...).  What is indisputable is that they don't deserve the high pedestal some like to put them up to.   And it can be the opposite, since the majority of other professionals are not in a position to make more money by subjecting people to high priced treatments not always necessary or convenient.  There is much corruption in modern medicine,  and the doctors are not all innocent bystanders but many get to profit from it too.

Too bad that these two get caught,  but there are not the ones who inspire the highest empathy.

If angels and devils could have been easily identified by their appearance,  rather than their status or occupation, the world would have been a better place long ago.

Somehow a no. Of cases are indians?

Ex-PA employee fails to overturn conviction for sexual assault of teen boy in 2007

Ranjeet Prasad, who oversaw a youth network as part of his role in the People's Association, also failed in his appeal against his 10.5-year jail term.

Mr De Cruz also pointed out the discrepancies between the victim's testimony in court and his police statement on the location of the toilet where one of the offences had occurred.

The victim testified that the toilet was within a building, but stated this toilet was outside the building in his statement to the police.

The defence also argued that the victim told his brother and sister about the offences in 2017, but that both of his siblings were not called as witnesses to corroborate his evidence.

HIGH COURT'S DECISION

Justice See said he agreed with the District Judge that the prosecution had no duty to call particular witnesses as long as the available evidence sufficed.

He maintained that evidence from the medical professionals and counsellors of the institutions mentioned would not have constituted corroborative evidence, as the reports would have been made more than a decade after the offences.

He agreed with the lower court judge that the location of the toilet was an immaterial point, as the key aspects of the victim's account remained consistent.

In his remarks, Justice See noted the "rather long delay" between the time the offence was committed and when it was reported.

However, he said there was no general rule which required the immediate reporting of sexual offences, and the victim had provided "adequate and compelling" reasons for the delay.

He found that the District Judge had not erred in finding the evidence "unusually convincing" and the charges proven beyond a reasonable doubt.

On Prasad's sentence, Justice See found that it was not "manifestly excessive" or "out of step" with past cases.

He accordingly dismissed the defence's appeal against sentence and conviction

This is a possibility,  who knows!  However, it is very real that many of us here who present ourselves as gay have also some component of heterosexuality, that is, we are... bisexual.

It is a habit of society to tag anyone who has a predominant fraction same-sex orientation... as GAY, period!  And it does not take much life time for us to realize that society is often wrong.

But can it be proven that a doctor who is gay is more dangerous than one who is straight?  Omg what am I saying?  Does society care if there is PROOF???   Society does not even care about standard medicine being dangerous.

This leaves Dr. Leong with the mistake of taking meth to compensate for a speech disability.  Did they give him a chance to correct his mistake by stopping taking meth, treating a possible addiction, etc.  BEFORE cancelling his registration, or making it temporary?

Is there any update on this case?  I am just wondering what the outcome was.  It would be interesting to see if the defense of the two accused parties holds up in court.

That's often in Singapore. Out of a sudden you don't hear anything any more on a case.

Either, the guys confessed and are now on the first time offender scheme or the judge asked the prosecution for more evidence or something.

If there is another hearing, then news will come out.

Police NSF offered cash to 3 teen boys, asked if he could perform sex acts on them

Muhammad Shafirul Danish Muhammad Shaffie is expected to be sentenced on Dec 29.

SINGAPORE – A full-time national serviceman (NSF) with the Singapore Police Force (SPF) offered cash to two 16-year-old boys and asked if he could perform sexual acts on them.

Both boys, identified in court documents as A1 and A2, turned down Muhammad Shafirul Danish Muhammad Shaffie’s offers, and he was arrested in July.

While out on bail, he made a similar offer to a 15-year-old boy identified as A5, who also turned him down.

Reformative training for police NSF who offered cash to boys to perform sex acts on them

Published Dec 29, 2025, 11:55 AM

SINGAPORE – A full-time national serviceman (NSF) with the Singapore Police Force,

who offered cash to teenage boys and asked if he could perform sexual acts on them, was ordered to undergo reformative training for at least a year on Dec 29.

Young offenders given such a sentence are detained in a centre to undergo a strict regimen that can include foot drills and counselling.

Muhammad Shafirul Danish Muhammad Shaffie, 19, had earlier pleaded guilty in November to two counts of communicating with a young person below the age of 18 to try and obtain sexual services from him.

Shafirul had also admitted to a harassment charge.

In earlier proceedings, Deputy Public Prosecutor Lewis Tan said Shafirul befriended a 16-year-old boy, identified as A1 in court documents, on Instagram in November 2024.

A1 told Shafirul his age, and during a face-to-face meeting in March, Shafirul borrowed $45 from the boy.

The next month, instead of repaying the victim, Shafirul repeatedly offered to perform a sexual act on him. He even offered $200 to A1, who turned him down.

The DPP said: “Subsequently, the accused pretended to be someone called ‘Izz Syah’, offered to book a Grab vehicle for A1, and sent A1 a photo of four $50 notes totalling $200 to show that he had the means to pay A1.”

A1 nonetheless knew it was the accused messaging him and rejected the offer. He then asked Shafirul to return him the $45, the DPP added.

Shafirul said he would not repay A1 unless the victim accepted his offer. A1 then lodged a police report on April 10.

Separately, Shafirul came across a TikTok post by a second 16-year-old boy, identified as A2, in November 2024, and the pair started chatting. A2 also told the offender his age, the court heard.

In March, Shafirul said he wanted to perform either one of two sexual acts on A2, and offered to give him up to $290. He also offered the boy $50 to send him a picture of his genitals.

Shafirul started spamming A2 with messages after the boy rejected his offers.

DPP Tan said: “The accused then threatened to expose A2’s face on TikTok to shame A2 for not acceding to the accused’s offer.”

Shafirul later posted a video containing A2’s face on the social media platform. In the video, the offender stated that A2 was afraid to meet him face to face.

A2 later told his sister about his ordeal, and she lodged a police report in June.

Shafirul was arrested the following month and was released on bail in August.

Despite this, he contacted a 15-year-old boy, identified as A5, in September and offered to pay him $279 for either one of two sexual activities.

A5, who did not disclose his age to Shafirul, rejected the offer, the court heard.

How do you know that pedophile in the article you posted was hunting for male babies only? He didn't even hunt for males but for babies! To me this is pedophile (and not gay).

Maybe there is a misunderstanding due to your lack of English comprehension: I am referring to the guy in this article, that you posted and actually has nothing to do with Singapore gay news and nothing else:

M'sian man, 40, gets 30 years' jail for murder & rape of 9-month-old baby boy

=> to me he is a pedophile. what Hardwarezone or reddit writes about him I don't bother because it aren't facts but comments (gossip or hate speech) from people who have nothing to do with the case.

I wasn't referring to the straits times article I posted this morning.

If you have more issues, then better send PM to me.

Erm... Not sure if it's appropriate to be so thirsty considering that a person had passed away in relation to this court case.

I think this episode is a useful reminder about the dangers of drugs.

Man jailed for flashing 15-year-old boy in hawker centre toilet

The boy took photos of the offender and gave one to the police, who arrested him that same night.

08 Jan 2026

SINGAPORE: A 30-year-old man was sentenced to four weeks' jail on Thursday (Jan 😎 for exposing himself to a 15-year-old boy in a public toilet.

Logeswaran Raja Kumaran, a Malaysian, pleaded guilty to one count of intentionally exposing himself for the purpose of sexual gratification.

The court heard that the victim, a 15-year-old student, took public transport to return home from school at about 9pm on Nov 14 last year.

Dressed in a Boys' Brigade uniform, the boy alighted at Senja Hawker Centre as he needed to use the toilet.

As he walked towards the washrooms, he noticed Logeswaran standing between the men's and women's toilets.

The boy entered the men's toilet and was followed by Logeswaran, who wanted to expose himself to the minor.

At some point while the pair were alone in the washroom, Logeswaran flashed the boy and engaged in a sex act.

The boy felt uncomfortable and moved to a cubicle to finish urinating.

After this, the boy took two photos of Logeswaran.

Logeswaran tried to ask why he did this, but the boy did not answer him.

After leaving the washroom, the boy made a police report, providing one of the photographs he had taken to the police, before deleting both photos.

The police arrested Logeswaran that same night and he was later remanded.

The prosecution sought four weeks' jail for Logeswaran, saying he had performed a sex act in the presence of the young victim.

"In relation to culpability, the accused would have known that the victim was a youth given that he was wearing his Boys' Brigade uniform, and nevertheless targeted him as the victim of his sexual exposure," said the prosecutor.

For intentionally exposing himself for sexual gratification, the offender could have been jailed for up to one year, fined, or both.

A cleaner at Causeway Point’s restroom discovered someone eating and masturbating inside a cubicle. Unable to resist, he took out his phone to secretly film the person and even masturbated while doing so. He also asked the person if he needed “help.”
The secondary school student who was secretly filmed felt harassed and immediately reported the matter to the police. The man was arrested and charged with voyeurism. After being convicted, he was sentenced to six months’ imprisonment.

Former police veteran admits to molesting male student, recording two others performing sex acts

Former cop Sharizal Shafi’ee pleaded guilty to five charges, including the molestation and the recording acts.

Former cop Sharizal Shafi’ee, 40, pleaded guilty to five charges, including the molestation and the recording acts.

Published Mar 24, 2026, 01:05 PM, Updated Mar 24, 2026, 06:49 PM Straits Times

SINGAPORE – A veteran male police officer dressed up as a woman and molested a 15-year-old boy, after luring him to an HDB staircase landing on the pretext of asking him for help to adjust his bra.

On two other separate occasions, the officer also recorded two 15-year-old boys he cajoled into performing sexual acts on video calls.

On March 24, the former cop, Sharizal Shafi’ee, 40, pleaded guilty to five charges, including the molestation and the recording acts.

Ten other charges involving similar offences against at least three other victims will be taken into consideration when he is sentenced on April 21.

A gag order is in place to protect the identity of the victims.

The court heard that on April 18, 2024, Sharizal left his flat dressed as a woman, wearing make-up on his face.

He went to a secondary school and waited near its back gate to approach students to ask them for help in adjusting his bra.

Despite two students rejecting his advances, Sharizal persisted and found a 15-year-old male student who agreed after believing that he genuinely needed help.

Sharizal then led the student to a nearby HDB staircase landing between the ninth and 10th floors and demonstrated how the boy should help him adjust his bra.

As the boy stood behind him, Sharizal started to grind against the teenager and reached behind to touch him.

It was not disclosed in court documents when a police report was made, but Sharizal was later tracked down by police officers and arrested 10 days later on April 28, 2024.

Forensic investigations on his phone revealed he had recorded at least 32 men performing sexual acts.

During investigations, Sharizal also admitted to having acted as a woman on social media to speak to other men.

He did this some time in 2023 and befriended a 15-year-old boy online. He later told the boy that he wanted to see him perform a sex act on a video call, to which the boy agreed.

Sharizal, who continued to act as a woman, then secretly recorded the call. The video recording lasted for more than 12 minutes.

Sharizal admitted to using the same trick in April 2024 on another 15-year-old boy, recording him for a total of more than 12 minutes.

In mitigation, Sharizal’s lawyer said the former police officer has shown genuine remorse and is currently taking steps towards rehabilitation.

He pointed out that Sharizal had been a law-abiding citizen before his offences, with a distinguished 17-year career in the Singapore Police Force (SPF), which included several commendations.

In response, the prosecution said the severity of Sharizal’s offences speaks for itself.

“He had secretly recorded a total of 36 individuals, including four children, masturbating. During this period, he also physically acted on his criminal impulses and outraged the modesty of a 15-year-old schoolboy,” the prosecution added.

The SPF had earlier told The Straits Times that Sharizal was removed from front-line duties before he resigned on June 16, 2024.

Those found guilty of outrage of modesty can be jailed for up to three years, fined, caned, or given a combination of the sentences.

Those found to have procured or attempted to procure the commission of any obscene or indecent act from a person below the age of 16 can be jailed for up to five years, fined up to $10,000, or both.

Those found guilty of intentionally producing child abuse material can be jailed for up to 10 years, fined, caned, or given a combination of the sentences.

SINGAPORE — The Ministry of Health, Singapore has confirmed that the phrase “Bro, long time no see! Free for coffee?” now triggers immediate psychological alarms among Singaporeans aged 28 to 43.

The phrase, once associated with genuine friendship and human connection, is now widely understood to mean either insurance, financial planning or MLM. Or all three.

According to experts, suspicion levels increase dramatically if the sender:

- suddenly appears after 11 years,
- adds “haha” excessively,
- or asks what the recipient is “currently doing now”.

“Last time people reconnect because they miss you,” said one local man, visibly shaken while staring at his WhatsApp notifications. “Now they reconnect because you are a lead.”

The victim, identified only as Darren, said he initially believed the meetup was sincere.

“He asked about my family, my work, whether I’m happy in life,” Darren recalled. “Then suddenly he drew a triangle on a serviette.”

Witnesses say the conversation escalated rapidly after the phrase:

“Bro, honestly ah, I thought of you because you’re very driven.”

At this point, Darren reportedly attempted to flee by pretending to receive an urgent phone call from “my mother”.

Sociologists note that Singaporeans have developed advanced defence mechanisms over the years, including:

- pretending to be unemployed,
- claiming massive debt,
- ordering the cheapest drink possible,
- and replying “sure bro maybe next time” for periods exceeding 6 years.

Meanwhile, genuine old friends across the nation say they are now struggling to reconnect.

“One of my sec school bros replied ‘What are you selling?’ before I even said hello,” said a disappointed engineer who genuinely just wanted kopi.

The man was sentenced to six years and one month in jail.
PHOTOS: THE STRAITS TIMES, SINGAPORE POLICE FORCE

A man who was sexually aroused by watching teenage boys having diarrhoea and stomach cramps posed as a schoolmate to coax young boys into consuming laxatives and later taking pictures of their excretion.

Chew Jun Yang, Sean, 36, faced 28 charges, including cheating by personation, sexual communication for the purpose of obtaining sexual gratification, causing hurt by an unwholesome drug, and offences under the Children and Young Persons Act.

He pleaded guilty to 11 charges, with the remaining charges taken into consideration during sentencing.

Chew was sentenced to jail for six years and one month on June 18.

According to Shin Min Daily News, Chew has a fetishistic disorder and is drawn to watching boys aged 13 to 15 experiencing abdominal pain and diarrhoea.

He would contact several boys through WhatsApp posing as a fellow schoolmate, claiming he needed volunteers to take part in experiments for a purported school project.

He then instructed them to take photographs and videos of themselves experiencing diarrhoea or vomiting, requesting videos of them narrating or reenacting these moments.

Asked 13-year-old boy to take laxatives and film videos

In January 2019, Chew contacted a 14-year-old boy, claiming he was a former primary school classmate and asking for help with a school project.

Between January and August that year, he delivered cooking oil and baking soda to the boy’s home on six occasions. He then requested video calls with the boy to record footage of him suffering from diarrhoea after consuming the substances.

Throughout the calls, Chew kept his camera turned off.

During this period, he obtained 19 intimate videos from the boy. The footage included scenes of the boy experiencing diarrhoea and inserting hard objects into his anus, with some videos exposing the boy’s lower body and face.

On March 28, 2023, Chew contacted another 13-year-old boy, instructing him to drink salt water and prune juice. Between April 3 and May 25 that year, he met the boy at least three times and provided him with bottles containing unknown liquids or pills.

After consuming the substances, the boy developed a mild fever and symptoms of diarrhoea. He later sent photos of his faeces and videos of himself experiencing diarrhoea to Chew.

The boy’s mother discovered what had happened and subsequently lodged a police report. Police investigations confirmed that the pills provided by Chew were laxatives.

Investigations also revealed that Chew had contacted at least 30 boys between 2018 and 2023, with eight victims involved in the case.

Reoffended months after release from prison

This was not Chew’s first offence — he was previously sentenced to three years’ jail in 2015 for deceiving 13 boys into consuming large amounts of laxatives in 2012, making them send him photos and videos for his sexual gratification.

Shin Min reported that the victims were aged 12 to 14, and Chew had convinced them to take Dulcolax laxative pills. One of them took 30 pills in two separate instances and sent Chew 24 photos and 26 videos.

Chew would then masturbate while viewing photos and videos of faeces and vomit.

Chew was released on remission in May 2018, but resumed offending four to five months later.

Defence pleads for leniency, cites man’s academic record

The court heard that Chew studied while working part-time to obtain a university diploma, made the Dean’s List, and performed well at work, earning two promotions.

In mitigation, Chew’s lawyer pointed out that he obtained an engineering degree from the National University of Singapore after his release from prison. He achieved strong academic results, with a grade point average (GPA) of 4.46, and was placed on the Dean’s List twice.

The lawyer added that his work performance showed his potential for rehabilitation, and that he had promised to receive treatment and manage his condition.

However, the prosecution pointed out that an Institute of Mental Health report showed Chew developed fetishistic disorder at around the age of 17.

Doctors found that his condition was unrelated to his offences. They said Chew had not lost the ability to control himself when committing the crimes and was aware that his actions were illegal, warranting a severe punishment.

The judge agreed with the prosecution, stating that Chew was a repeat offender, noting that he had continued committing offences while out on bail.
